The "Eleventh Five-Year Plan" requires that the energy consumption per unit of GDP be reduced by about 20%, and the total discharge of major pollutants by 10%.
In contrast, the reduction in the energy conservation and emission reduction targets during the “12th Five-Year Plan” period has decreased, while the reduction in the emissions of major pollutants has not changed.
It should be pointed out that in the “Twelfth Five-Year Plan”, the three indicators of CO2 emissions per unit of GDP, ammonia, oxygen, and nitrogen oxide are binding targets for the new five-year plan.
The Chinese government previously proposed that by 2020 the carbon dioxide emissions per unit of GDP will fall by 40% to 45% compared with 2005. Against the backdrop of this commitment, Xie Zhenhua, deputy director of the National Development and Reform Commission, made a speech at the energy conservation work conference of energy conservation authorities in various provinces (autonomous regions and municipalities) in May. He pointed out that the National Development and Reform Commission will study the establishment of a “force-forcing” mechanism and a long-term mechanism for energy conservation and emission reduction.
