On September 12, the Hubei Provincial People's Government issued the "Opinions on Doing a Good Job in Building a Conservation-Oriented Society in the Near Future." According to the "Opinions", the chemical industry has become the focus of the province's economy.
The "Opinions" pointed out that the current situation of resources in Hubei Province is not optimistic: the province's energy self-sufficiency rate is only about 24%, 98% of the coal for thermal power generation needs to be purchased from outside the province; water pollution is more serious; and per capita arable land area is lower than the national average. With the rapid economic growth and increasing population, the contradiction of insufficient supply of resources in Hubei Province has become increasingly prominent. The Opinions require that energy conservation, water, raw materials, land, and comprehensive utilization of resources be started, and that conservation-oriented societies should be promoted through legislation, improvement of conservation standards systems, and rationalization of resource prices.
In the identified key savings, the provincial government requires that in 2006, the total energy consumption of a group of high-energy-consuming enterprises in the chemical industry should fall by 4%, and the water consumption per million yuan of GDP should decline by 5% annually; Wuhan, Shiyan , Xiangfan, Yichang, Jingmen, Suizhou, Xiaogan, Huangshi, Ezhou, and other nine pilot cities, this year basically achieve the use of vehicle ethanol gasoline instead of other gasoline; accelerate the elimination of old cars and ships with large fuel consumption progress, and promote The implementation of the National Standard for Vehicle Fuel Consumption Limits will control the development of high fuel consumption vehicles from the source.
