In order to adapt to the situation in which the mileage of roads, number of motorized vehicles and drivers, and traffic volume of roads in China continue to grow substantially, the road traffic safety work is further strengthened to ensure the safety of life and property of the people, and the following opinions are proposed:

First, the overall requirements

(a) The guiding ideology. Guided by Deng Xiaoping Theory and the important thinking of the 'Three Represents,' we have thoroughly implemented the scientific concept of development, firmly established the concept of people-oriented and safe development, and always put the protection of people's life and property safety at the top of the list in order to prevent accidents, ensure safety and ensure safety. Smoothness is at the core, focusing on the implementation of the main corporate responsibility, comprehensively strengthening the safety management and supervision of people, vehicles, roads, and environment, advancing the social management innovation of traffic safety, and forming a unified government leadership, coordination among all departments, and participation of the whole society. The traffic safety management work pattern effectively prevents and resolutely curbs traffic accidents on major and extraordinarily large roads, promotes a stable and improved national safety production situation, and creates a favorable environment for economic and social development and safe travel for the people.

(b) Basic principles.

- Safety first, coordinated development. Correctly handle the relationship between safety and speed, quality, and efficiency, insist on putting safety first, strengthen overall planning, integrate road traffic safety into the overall situation of national economic and social development, and synchronize development with economy and society.

——Predominantly prevention, comprehensive management. Strict management of access for drivers, vehicles, transportation companies and safety management, strengthening of road traffic safety facilities, deepening the investigation and management of hidden dangers, focusing on resolving the source and fundamental problems that restrict and affect road traffic safety, and consolidating the basics of road traffic safety.

- Implement responsibilities and strengthen assessment. We will fully implement the main corporate responsibility, government and departmental supervisory responsibilities, and local management responsibilities, improve the target assessment and accountability system, strengthen supervision and inspection, and review the responsibilities, and strictly investigate the responsibility for accidents in accordance with the law.

- Science and technology support, legal protection. Second, strengthen the safety management of road transport enterprises

Encourage transport companies to use traffic safety co-ordination and other forms to strengthen mutual assistance in the industry and improve their ability to resist risks.

(d) Strengthen the establishment of enterprise safety production standardization. Road transport enterprises must establish and improve safety production management agencies, strengthen safety team building, strictly implement safety production systems, standards and technical standards, strengthen the safety management of vehicles and drivers, and continue to increase road traffic safety investment. Establish a traffic safety quality management system for professional transport companies, improve the safety assessment system for passenger transport and dangerous goods transport companies, and order enterprises that have chaotic safety management and have major safety hazards to stop business for rectification according to law, and cancel their corresponding qualifications in accordance with the regulations on rectification and non-compliance.

(e) Strict long-distance passenger transport and tourism passenger transportation safety management. Strictly examine and supervise passenger lines, strengthen the evaluation of the safety adaptability of roads passing through the routes, reasonably determine the operating routes, models and time periods, strictly control the inter-provincial long-distance passenger transport lines and nighttime running time of over 1,000 kilometers, and make long-distance The passenger service line was cleared and rectified, and rectification failed to stop the operation. To create conditions to actively promote long-distance passenger vehicles to stop running from 2 to 5 o'clock or to implement connection transport. Relevant departments should strengthen supervision and inspection, and rigorously impose penalties on drivers and related enterprises that violate the rules for overtime and speeding.

(6) Strengthen the dynamic supervision of transport vehicles. Step up efforts to formulate dynamic supervision and management methods for road transport vehicles and regulate the installation and use of satellite positioning devices. Travel chartered buses, class 3 or higher class passenger trains, dangerous goods transport vehicles and school buses shall be strictly installed in accordance with the provisions of the satellite positioning device with a driving record function, sleeper buses should be installed at the same time on-board video equipment to encourage the use of satellite positioning devices installed in rural passenger vehicles. Third, strict driver training exams and management
