Article 1 (purpose and basis)

Article 2 (Definitions)

The term “water supply regulation and water quality” as mentioned in these Regulations refers to the scheduling and water quality in the process of water intake, water production, and water supply of tap water; trade measurement refers to the trade measurement of raw water and tap water between water supply companies and between water supply companies and users.

The water supply enterprises mentioned in these Provisions refer to the tap water supply enterprises and the raw water supply enterprises.

Article 3 (Scope of Application)

This regulation applies to the water supply dispatch, water quality, trade measurement and related management activities of the water companies that are subordinate to the city, district (county) of this Municipality.

Article 4 (Administration Department)

The Shanghai Municipal Water Affairs Bureau (hereinafter referred to as the Municipal Water Affairs Bureau) is the competent administrative department for water supply dispatch, water quality, and trade measurement in this Municipality. The Shanghai Municipal Water Supply Management Department (hereinafter referred to as the Municipal Water Supply Department) is responsible for daily supervision and management.

The district/county (district) water supply administrative department is responsible for the water supply dispatch, water quality, and trade measurement management within the water supply area of ​​the sub-districts (districts) (districts) subordinate enterprises in the district, and the business is led by the Municipal Water Affairs Bureau.

Article 5 (Water Supply Facilities and Equipment Protection)

The water supply enterprise has the responsibility to protect the water supply dispatching facilities, water quality monitoring on-line meters and trade measurement and settlement instruments to ensure that the intactness rate of the communication equipment and the on-line goodness rate of the on-line meters meet the specified standards.

Chapter II Dispatch Management

Article 6 (Dispatch Principle)

Use scientific methods to optimize the dispatching measures, ensure that the dispatching instructions are implemented, and realize unified dispatch; expand the development and utilization of the dispatching monitoring network and realize the sharing of information resources; and under the premise of ensuring water supply security, gradually introduce a competition mechanism and implement competitive bidding.

Article 7 (Dispatching agencies and their functions)

The Shanghai Municipal Water Supply Dispatching Monitoring Center (hereinafter referred to as the Monitoring Center) is responsible for the unified planning and management of adjacent systems, and is responsible for the management of information management systems (GIS) and decision support systems (pipe network modelling); it is responsible for the water supply network of the downtown area. Article 8 (Coordination and Dispatch)

The monitoring center shall organize municipal water supply companies to hold regular meetings for monthly water supply dispatches, statistically analyze the conditions of water supply dispatch last month, operation status of dispatching monitoring networks, and the pressure rate of pipe network service, dispatch instruction guarantee rate, intactness of communication equipment, and on-line good condition of instrumentation. According to the scheduling plans put forward by various water supply companies, the city will formulate a city-wide guiding dispatch plan for water supply dispatch.

According to actual needs, the monitoring center may organize the district (county) water supply enterprises to hold regular meetings for water supply dispatch.

If there is a dispute between the municipal water supply enterprises in the day-to-day dispatch and the normal water supply may be affected, the municipal water supply department shall coordinate the disposal and the monitoring center shall issue a dispatching order. The municipal water supply company shall implement the dispute.

Article 9 (Emergency Dispatch)

The municipal and district (county) water supply enterprises shall formulate emergency water supply plans when emergencies or other emergencies occur.

In case of major emergencies or other emergencies in the downtown area, if the day-to-day dispatch cannot be implemented normally, the municipal water supply enterprise shall dispose of it in accordance with the emergency water supply plan, report it to the city's water supply department, and report to the Municipal Water Affairs Bureau for approval by the municipal water supply department. The emergency dispatch instruction is issued and the monitoring center organizes the implementation of the water supply company. The water supply company must obey and must not refuse or postpone it for any reason.

The district (county) water supply administrative department is responsible for the emergency treatment of emergency situations such as major sudden accidents within the water supply scope of the district (county) water supply enterprises.

Article 10 (Water Supply Pressure)

The pressure from the raw water supply enterprises supplying raw water to the plant water pressure enterprises and tap water supply enterprises shall meet the stipulated requirements.

The tapping point of the tap water supply enterprise shall be set in accordance with the principle of setting not less than one and 10 (Km) 2 per 10 (Km) 2 water supply area, and shall ensure that the peripheral pressure of the urban water supply pipe network pipe is ≥ 0.16Mpa. Article 11 (Local water withdrawal restrictions)

The tap water supply enterprise shall use the raw water supplied by the raw water supply enterprise in accordance with the production and sales contract signed with the original water supply enterprise, and it is strictly prohibited to collect the water locally without authorization. When the motor equipment is required to take water in a damp-proof operation, the running time of each pump must not exceed 2 hours per week.

When a municipal tap water supply enterprise encounters special reasons such as salt tide intrusion and construction projects and needs to collect water locally, it shall be coordinated by the municipal water supply department and reported to the Municipal Water Affairs Bureau for approval.

Article 12 (Reporting of Water Supply Volume)

During the peak water supply period, the municipal water supply enterprises shall report the amount of water supply and relevant low pressure (quasi-low pressure zone) to the Municipal Water Affairs Bureau once a day and copy the water supply to the municipal water supply department. The district (county) water supply company shall report the water supply once a week to the municipal water supply company. Department.

Chapter III Water Quality Management

Article 13 (Water Quality Monitoring)

The municipal water supply department shall regularly organize the monitoring center to monitor the water quality, water purification raw materials, and wading products of the municipal and district (county) water supply enterprises.

The Monitoring Center is responsible for guiding the water quality management of the city's tap water supply enterprises; preparing a Shanghai water supply quality monitoring report; and being commissioned by the water supply company to carry out water quality testing.

Article 14 (Water Quality Testing)

Water supply enterprises shall, in accordance with their respective responsibilities, establish a testing and control system for the entire process from raw water, manufactured water to pipe network water to ensure the quality of water supply.

The original water company shall test the water quality of the raw water supplied to the tap water supply enterprise every 4 hours, and timely pass the test results to the relevant tap water supply enterprise; the raw water quality of the raw water intake shall be tested once a day for 18 indicators, monthly A total of 30 indicators were tested at a time, and a comprehensive evaluation report for raw water quality was issued to the city's water supply department and monitoring center.

The municipal tap water supply enterprises shall test 18 indicators once a day for raw water and 30 indicators once a quarter.

Pudong New District, Jiading District, and Baoshan District (hereinafter referred to as suburbs) water companies measure the quality of the raw water of the intake once a day for 6 indicators and 30 indicators for each quarter. Songjiang District, Jinshan District, Qingpu District, Nanhui County, Fengxian County, and Chongming County (hereinafter referred to as the outer suburbs) tap water companies to measure the water quality of the original intake water intake once a day for 4 indicators, and once every six months to detect 30 indicators.

The suburban water supply company tests 35 indicators once a month, detects 51 indicators once a year, and tests 89 indicators once a year since 2005; the remote suburban water company tests 35 indicators once a season and every month since 2005, and every year since 2005. Water quality testing items and frequency shall be adjusted in due course according to the relevant national regulations.

Article 15 (Water making materials and wading products)

The water-making raw materials and wading products used by the water supply enterprises must have product certifications and health permits issued by the Shanghai Municipal Health Administration. Products from other provinces and municipalities must also have hygiene licenses issued by the provincial-level health administrations of the province. certificate.

Article 16 (Water Quality Information)

Article 17 (Water Quality Report)

The municipal and district (county) water supply enterprises shall, in accordance with relevant regulations, report the raw water, manufactured water, and pipe network water quality reports to the municipal water supply department on time.

The monitoring center shall, in accordance with the requirements of the Ministry of Construction, summarize the urban water supply water quality inspection reports, which shall be audited by the municipal water supply department and submitted to the National Urban Water Supply Quality Monitoring Center after being approved by the Municipal Water Affairs Bureau.

Chapter IV Trade Measurement Management

Article 18 (Structures and Their Functions of Water Meters)

The monitoring center is responsible for the compulsory verification of the city's water meters and related management work according to the authorization of the Municipal Bureau of Quality and Technical Supervision.

Article 19 (Compulsory Verification of Water Meters)

The compulsory verification of water meters shall be implemented in accordance with the principle of “initial verification, limited-term use, and expiry rotation”.

A water meter user shall, according to relevant regulations, apply to the monitoring center or the water meter inspection agency authorized by the quality and technical supervision department (hereinafter referred to as a water meter inspection agency) for compulsory verification of the water meter.

The mandatory verification of water meters shall be conducted in accordance with the prescribed verification procedures. The water meter user must send the water meter to the monitoring center or the water meter inspection agency for the first verification before use; the water meters already installed and used should be used within a limited period of time and expired. If you can't make the change, you can use the method of field verification. The monitoring center shall regularly check the verification, rotation and on-site verification of the water meter.

If a transition is made using the on-site verification method, the unit using the water meter shall submit an application to the monitoring center and may proceed with the approval.

The water supply enterprise shall submit the statistical report of the water meter and the report of the water meter verification plan to the monitoring center once a month.

Article 20 (measurement settlement)

Raw water trade between raw water supply enterprises and tap water supply enterprises and water supply trade between tap water supply enterprises shall be measured and settled. Raw water trade uses raw water supply enterprise flow meters as measurement settlement instruments, raw water supply enterprises have no flow meters, and tap water supply companies water inlet flow meters serve as measurement settlement instruments; water supply trades between tap water supply companies use water at the water supply boundary Measured as a metering settlement instrument.

The flowmeter of the raw water supply enterprise shall be set within 100 meters of the water supply company's factory area.

The water trade between the water supply enterprise and the user uses a water meter as a metering settlement instrument.

The measurement and settlement of the water supply trade between the raw water supply enterprises of the district (county) raw water supply enterprises and the tap water supply enterprises and the district (county) tap water supply enterprises shall refer to the above provisions.

Article 21 (Calibration and Repair of Flowmeters)

The flowmeter should be calibrated once a year.

The failure of the flowmeter should be promptly repaired by the possibility unit in accordance with the prescribed procedures.

Article 22 (Measurement Provisions)

During the troubleshooting of the raw water trade meter settlement instrument, the original water quantity shall be calculated as the sum of the raw water flow quantity of the tap water supply enterprise; for the raw water meter without the branch, the first month shall be calculated based on 103% of the total water supply quantity of the tap water supply enterprise. For those that have not been repaired for one month, they shall be calculated according to the water supply of the water supply enterprises.

If the raw water flow meter is set outside the scope specified in paragraph 2 of Article 20 of this regulation, it may be calculated as 95% of the reading of the raw water flowmeter.

The calculation of the amount of feed water during the troubleshooting of the feed water meter is calculated by multiplying the average daily feed water of the previous month by the number of days of maintenance. Article 23 (Agreement and Determination)

When the measurement of water supply and trade is settled, there are agreements stipulating from its agreement; if there is no agreement, calculation shall be made according to the provisions of the preceding article; if there is a dispute, the monitoring center shall propose a treatment plan, and after approval by the municipal water supply department, the approval of the Municipal Water Affairs Bureau shall determine the final trade. Chapter V Penalties

Article 24 (Penalty for Violating Water Quality Regulations)

If the quality of water supply does not meet the national standards, the Municipal Water Affairs Bureau or the district (county) water supply administrative department shall order it to make corrections within a time limit according to the "Shanghai Municipal Water Supply Management Regulations," and impose a fine of 5,000 yuan up to 50,000 yuan.

Article 25 (Penalty for Violating Water Quality Testing Regulations)

Where water quality testing fails to be carried out as prescribed, the Municipal Water Affairs Bureau or the district (county) water supply administrative department shall order it to make corrections within a time limit in accordance with the "Water Quality Management Regulations for Urban Water Supply," and shall impose a fine of not less than 1,000 yuan but not more than 30,000 yuan.

Article 26 (Penalties for Violation of Water Pressure Regulations)

If the water supply is stopped without authorization or emergency water supply measures are not implemented as prescribed, the Municipal Water Affairs Bureau or the district (county) water supply administrative department shall order it to make corrections within a time limit according to the "Shanghai Municipal Water Supply Management Regulations," and impose a fine of 3,000 yuan up to 30,000 yuan.

Article 29 (Punishment in violation of measurement regulations)

If the meters are not installed or metered according to regulations, the Municipal Water Affairs Bureau or the district (county) water supply administrative department shall order them to make corrections within a time limit according to the "Shanghai Water Supply Management Regulations," and shall impose a fine of 500 yuan up to 5000 yuan.

Article 30 (penalties for violation of the report)

If the water quality report is not reported according to regulations, the Municipal Water Affairs Bureau shall order it to make corrections within a time limit in accordance with the "Water Quality Management Regulations for Urban Water Supply." Article 31 (Penalty for Mandatory Water Meter Applicant Failure to Apply According to Regulations)

Those who fail to apply for compulsory verification of water meters according to regulations or continue to use water meters that have not passed the compulsory verification shall be dealt with by the quality and technical supervision department according to law.

If the water quality report is not reported according to regulations, the Municipal Water Affairs Bureau shall order it to make corrections within a time limit in accordance with the "Water Quality Management Regulations for Urban Water Supply." Chapter VI Supplementary Provisions

Article 32 (Entrustment of punishment)
