In this context, Beijing continues to introduce more powerful new energy vehicle promotion measures, which is particularly necessary to further mobilize consumer enthusiasm.
So how do I reduce parking fees and tolls? The author has three suggestions:
First of all, the introduction of this measure should be coordinated with the acceleration of the intelligent vehicle electronic toll identification system. It is necessary to increase the intensity of setting up an intelligent electronic toll identification system in public parking lots, gradually reduce cash transactions, and realize ETC road pass card payment parking fees. On this basis, special labels can be added for new energy vehicles, and parking fees are automatically waived. For the traditional manual toll parking lot, the remarks of the new energy vehicle can be added to the type on the driving license as the evidence for the free parking of the new energy vehicle.
Secondly, the time for free parking should be extended to expand the scope of application. To improve the enthusiasm of consumers to buy and use new energy vehicles, we must do everything possible to “burden the burden” and highlight the low-cost advantages of using new energy vehicles. Therefore, the range of free parking should not be narrow, and it is not necessary to reduce the parking fee of the charging vehicle only in the parking lot with the shared charging pile. Otherwise, the meaning of the reduction of the parking fee will be lost. Moreover, since the current charging standards are not uniform, some vehicles can only use slow charging when charging, and charging time is long. It is recommended to return to this demand when formulating relevant systems, and consider adopting “in general public parking lot”. Reduce the 2-3 hour parking fee, and reduce the 4-5 hour parking fee in the parking lot with public charging piles and the parking lot in the tourist area. In addition, for gasoline vehicles that occupy the parking fee of public charging piles and electric vehicles that do not leave for a long time after charging is completed, the penalty should be increased, the parking fee should be levied 1 or 2 times, and the rotation rate of the public charging pile should be expanded. The collection of tolls, due to the involvement of many provinces and cities, can be exempted from tolls from Beijing, such as Jingtong Express and the Sixth Ring Road.
Third, electric taxis and private electric vehicles should be treated differently. In the current situation that the charging pile facilities are not fully open, many public charging piles are occupied by taxis for a long time, which affects the charging experience of private consumers. It is recommended that in the development of relevant measures, this factor should be fully considered to guide consumers and taxi owners to charge peaks, and to integrate the charging billing system with the parking free system, for more than a certain period of time (such as 1-2 hours). Electric taxis charged with charging piles will not be exempted from parking fees, avoiding electric taxis and new energy vehicle owners to grab charging piles and electric parking spaces, encouraging taxi owners to adopt fast charging and charging, and charging modes of their own charging facilities to consume More convenience.
