Beijing Municipal Environmental Protection Bureau denied that prohibition of environmental capacity does not restrict private vehicles. The environmental capacity of Beijing has not been reduced due to the rapid growth of motor vehicles. The current environmental governance also involves no restrictions on private cars. This was revealed by the Municipal Environmental Protection Bureau. According to Yan Chenghu, deputy director of the Municipal Environmental Protection Bureau, stringent motor vehicle emission standards and various treatment measures have caused the city to suffer from a rapid growth in the number of motor vehicles, but the pollution has been declining. This year, more than 50,000 motor vehicles in the capital have undergone environmental protection reforms, and more than 30,000 old vehicles have been transferred out of Beijing. This is equivalent to freeing up 400,000 to 500,000 Euro II emission standards for motor vehicles. In 2005, Beijing will implement the equivalent of Euro III emission standards for new motor vehicles. This will ensure that the number of motor vehicles will increase, but the total discharge of pollutants will not increase. Therefore, Beijing's environmental governance also involves no restrictions on private cars. According to reports, next year, the environmental protection agencies will continue to restrict the implementation of the 19th high-emission passenger vehicles within the Second Ring Road.
