The "Notice" pointed out that by 2015, the comprehensive utilization rate of resources in Hubei Province will reach 60%, of which the comprehensive utilization rate of industrial solid waste will reach 72%. The following are involved in the chemical industry: the recycling rate of waste tires in the province has been increased to 80%, and the annual capacity of recycling 4,000 tons of used tires has been increased through the implementation of new key projects; The utilization rate has been increased to 90%, and the annual recycling capacity of 400,000 tons has been newly added; the recycling rate of waste batteries has reached 80%, and the annual recycling volume of 4000 tons has been added.
"Notice" encourages the development and application of advanced technology equipment, and focuses on the development of tire remanufacturing and waste tire deep processing technology, and promotes the integration of recycling and scale development. The province will improve product standards and technical specifications for the comprehensive utilization of waste tires and waste rubber, expand the scale of application of used tire resources in the field of engineering construction, and give priority to supporting waste tires with a processing capacity of 5,000 tons or more for 2 to 3 years, and comprehensive recycling of waste rubber. Using the demonstration base, 8 to 10 waste tires and waste rubber were comprehensively utilized by key enterprises.
The "Notice" proposed to vigorously promote the industrialization of waste plastics degradation technology, encourage enterprises to transform existing production systems, promote the use of waste plastics, oil products, chemical raw materials, etc., improve the comprehensive utilization of waste plastics standard system, accelerate the system of waste plastics and related products and application standards Revise; Actively explore other application methods to speed up technological research on the use of waste plastics; Build 4 to 5 waste plastics in the key plastic waste areas in Xiaogan, Suizhou, Fuyang, and Enshi, with sound recovery networks, mature processing technologies, and advanced technological equipment The demonstration base will focus on supporting the construction of the Huazhong Waste Plastics Processing Park Demonstration Zone of Hubei Recycling Resources Co., Ltd., and support the utilization of 10 to 12 key plastics recycling and processing companies.
